In NY state the law says before a name is changed there must be a public posting of the proposal 3 times so creditors, etc. will have notce. I am not sure what the time frame for this is. This is done by posting in a public newspaper. Once the name is legally changed the records are forever sealed. So your best bet would be to look through the Syracuse newspapers of the time period if this is where the person resided.
