I don't know much about Utica. I lived in Rome as a child.
There is still a Court Street. You can find it at google maps. http://www.google.com/maps?q=Court+St,+Utica,+NY+13502,+USA&sa=X&oi=map&ct=title

There were lots of mills there at the time your folks were there.

Your best bet is to contact the Utica Historian. He can probably tell you how to best use your time there.
