If this is your man, I have found both his father and his mother and sister on ship manifests if you do not have those.

You should be able to get his birth record from the Albany City Registrar. The fire at City Hall there was in 1880 so that shouldn't affect getting the cert. The fire in the State Capitol was in 1911 but that did not affect vital records either. My grandmother was born in 1888 and they have a record for her at the State Capitol. It's always quicker and easier to get them from the town or city though.
