Oneida Co censuses go back to 1800. The only Hizer, or any similar name, that I found in pre 1850 indices is Jacob Hizer 1800 in Whitestown, Jacob Hizer 1800 in Deerfield, and Adam Hezer 1840 in Steuben.

Other than town vital records, which were kept from 1847 to 1850, NY did not keep vitals until 1880.

You might also try to find an obituary for Adam Hizer.
