I found the census records below for a Jefferson/Bertie Hayes in Trumbull Co., OH. I was not able to locate Harrison Hayes who is listed as Jefferson`s father on the 1900 in any other census before or after 1900.
There is a Member Tree at Ancestry.com that lists Charles Dugan, b. 1868 in Trumball Co., OH. He married Alice Cramer, b. 1884 & had Raymond, Charles & Donald. This Thomas` parents are listed as Frank Dugan & Ella Burt, no birth or death dates given. I think the birth date for this Charles is wrong & should be 1884, not 1868. It`s possible that the Ella Hayes on the 1900 census was Charles Dugan`s mother.
