I too am researching a Joel WATKINS. From a family bible, I have an Orville B WATKINS (b.1857) Married to an Adrianna Brower. I found a 1860 Census last lists a Gerrit, Jane, Joel, and Orville. I'm stuck on Orville. I do believe my Joel was the justice of the peace in Chittenango Station for a while. Does any of this sound like it may jive with what you have?
