Hello.
I checked the Brooklyn Daily Eagle and there was an Alexander Skinner who had run for constable for a number of years for the 11th Ward in Brooklyn which he finally won Nov 10, 1851.

Also found the following notice:
Nov 15, 1853, page 3
Brooklyn Daily Eagle
LOST CHILD, strayed away from his home yesterday between 10 and 11 o'clock. Small boy about 4 years of age, had on a white linen apron, braided mixed grey trowsers, black cloth cap without a peak. His name is Alexander Skinner. He is light haired, grey eyes and full flesh colored face. Whoever will restore him to his parents will be handsomely rewarded by the subscriber, his father.
ALEXANDER SKINNER
244 Gold street, Brooklyn

I know it's a long shot but I hope he is who you are looking for.
