Hi Michelle,
Arsenal St. Cemetery is bounded by Sand St on the east and Willow St on the west. If your aunt can remember any landmarks that would identify the location, a marker could be placed at a reasonable cost - about $25.00 The child's name and data along with location identifiers should be submitted to the Genealogy Dept at the library for inclusion with the burial list. Or at least that's what I'd do were I you. Just a thought. A lot of the graves have no stones and no notes were made of the locations. Very sad.
