In the timeframe that you're looking at..1919 - 1920..you should be able to get a birth cert. for the child, Helen, and also a death cert. for Effie. If the couple married in Cortland, a marriage cert. would also be available. The cost is not too bad.
Also, perhaps the Historical Society would be helpful, or, after getting an exact date of death for Effie, try writing to the Cortland Library..perhaps you could get a copy of the obit.
