If you were born in a small town in Cortland county then all the records were forwarded right to Cortland itself. Small towns did not have facilities to keep there own records. In cortland itself, there is a historical society as well. It's about $8 to become a member and access files. If the birthing center was shut down the records may have gone there. I can get you the address or phone number for the Cortland Record office if you'd like.
