Do not find a reference to the Roe name in 149th NY Vol. The early chronicles of Cortland County has reference to a Miss Martha Roe, who had charge of the "Methods" and the training of teachers at the Normal School in Cortland.(about 1871).

NY Gazetteer shows the first child born in Downsville as Catherine Roe, daughter of William Roe, on 24 Dec 1784.(page 260).

If I come across more, will advise.
