Sorry I couldn't find him in the 1900 census either.

I did find that he received a CW pension. The numbers are 1880 Appl 350,550 Cert 444,393 and Widow 1927 Appl 1,878,810 Cert A 7-7-1927. You can get a copy of his pension from the National Archives in Washington, DC for $75. While a bit pricey and the genealogical data it contains is uncertain, it may have some of what you are looking for. As I understand all the pensions will eventually be online, but I don't know the timeline. Some are already available online at Footnote.com for a fee.

It may or may not have where he was living in 1900.
