Charles and Claudius Spicer in Flower, NY

Does anyone have information on Charles Spicer, born in 1873, or his son Claudius Spicer, born in 1900? Claudius's death certificate states that he was born in Flower, NY as well as his parents (Charles and Ida {don't know her maiden name}). I can not find any information on present-day Flower, NY and believe that the death certificate may have errantly dropped the "s" from Flowers, NY. Does anyone have the historical knowledge to confirm/deny this theory? If indeed this is correct, was Flowers part of Broome County during this timeframe or some other county? Thanks.
