Since you are certain about Walter, then I believe that we likely are looking at the same family.
I have Milo Cooper born in Burns in 1836, son of Elisha and Margaret Cooper (Margaret was born in about 1801, so Elisha was probably a similar age.)
I believe Elisha was the son of Walter Cooper of Burns, making him a brother of your Samuel.
In 1840, Margaret was living as head of household in Burns with children. She was either a widow or divorced. Burns was a very small town in those days.
Walter and Sarah "Sally" Cooper belonged to the First Presbyterian Church in Burns. I've asked a researcher to look through any exisiting records for baptisms, marraiges, etc.
