Yes, in a way...

I believe originally it may have included lands in Allegany county because I think I saw mentions of Canandaigua & Cuba Lake... but I am not certain of this. But it is located in Cattaraugus County which boarders Allegany on the west. The main city in the reservation is Salamanca which is north of the Allegany State Park. Salamanca is about 20-25 minutes west of Olean, Cattaraugus, NY on Route 17/Interstate 86, and Salamanca is about 45 minutes west of Belmont, Allegany, NY on the same route.. just to give you an idea.

Officially this is what the Seneca Nation of Indians post in reference to their reservation...

Allegany Indian Reservation (AIR) - The AIR is located along the Allegheny River from the Pennsylvania border upriver to Vandalia, New York, and is located entirely within Cattaraugus County. The AIR originally included 30,469 acres of land surrounding the Allegheny, of which some 10,000 acres were inundated by the Kinzua Reservoir when the Army Corps of Engineers built the Kinzua Dam in 1964. This reservation also includes the City of Salamanca.
