I don't know if this helps, but when I visited York, Maine this past summer, the Phillips Library in the Peabody Essex Museum in Salem, MA had a copy of a program from the Gloucester Celebration, July 4, 1849 that has a an "Original Ode" written by a Sarah A. Nowell.
Whether this is the same one, I don't know, as she would have only been 8 when this was written.
However, you may want to check the Gloucester, MA records.
