Terry....Possibly the Fredrick Nolan you are looking for info on? I looked at the 1920 CA census you mentioned in your post. It shows his middle initial to be an "H". Also, that census gives his age as 33, so that is probably why you were having trouble finding him, as he would have been born in 1887 instead of 1891.

1900 United States Federal Census

Name:        Fredric H Noland
Residence: Downey Township, Los Angeles, California
Birth Date: Jun 1887
Birthplace: California
Relationship to Head of Household: Son
Father: William D Noland
Father's Birthplace: Missouri
Mother: Laura A Noland
Mother's Birthplace: California
Race or Color (expanded): White
Head-of-household Name: William D Noland
Gender: Male
Marital Status: Single

Household, Gender, Age

Parent        William D Noland, M, 47
Parent        Laura A Noland, F, 38
       Edna A Noland, F, 15
       Fredric H Noland, M, 13
       Herbert L Noland, M, 11
       Delbert G Noland, M, 9
       Auldin D Noland, M, 7
       Montrose Noland, M, 1
On the 1910 California census, there is a single Fred H. Nolan (24) living with two other fellows in Elsinore Township, Riverside County, California.
Hope this helps....Pauline
