Fort Bayard ceased active duty in 1899, and was in the same year, transferred to the Army Medical Department as an Army General Hospital for the treatment and research of tuberculosis. During World War One there were as many as 1,700 patients at the hospital. In May of 1922, Fort Bayard came under the jurisdiction of the Veterans Administration, and then in 1966 was turned over to the state as a public nursing home. If medical records of this place in the time frame you seek, I've never heard where they are kept. You might could call the hospital and ask.

Albert Ross Kinman registered for the WWI draft on Sept.6,1918 in Ardmore,OK. He listed his birthdate as June 10,1881. His is shown to have been 5'11",170 lbs,blue eyes,brown hair. His next of kin was Mrs.Isetta Kinman.
