there are some new free databases at familysearch.org if you click on the link (on their home page) that says "see prototype for searching millions of records". The link is near the bottom left of the page.

You will find Lucius Varney's WWII draft registration card there. The first page of it gives his birthdate, birth place, occupation, address. The second page gives his height & description. Some of the census images on that site are free (but some are not)

It wasn't clear in your post if you are looking for Luke's ancestry or only information about his life.
