Maurice Clark Prisoner in 1930

Maurice or Morris S Clark is on the 1930 census as a prisoner Concord, Merrimack, NH. On the 1920 census he is married to Selma from Sweden with his children living in Plainfield, Sullivan Co., NH.

Maurice was born ca 1889 NH to Samuel W and Susie Clark and on the 1900 census they were living in Plainfield, Sullivan Co., NH.

In 1942 for he WWII draft registration, he was living in Concord, Merrimack Co., NH>

I'm trying to find the father of Jeannette May Clark born 1928, daughter of Rose Tibbetts Anderson. Jeannette was always in foster care or orphanages. Her family did not claim her. Rose, her mother might have still been married to the Anderson at the time Jeannette was conceived. On the 1930 census, Rose is divorced from the Anderson.

Jeannette had been told her father was Maurice Clark, unfortunately, Jeannette and Rose are deceased and we can't ask them.

Could this Maurice Clark that is in prison on the 1930 census be the father of Jeannette?

I would like to know what he did to get into prison. If anyone has any information, please let me know. Thanks
