Providence may be a good bet although I have never found anything to confirm that he was in RI. I was told by another genealogist that he may have been in Portsmouth, RI, but I think that may be a mistake for Portsmouth, NH, where he harbored his ships.
I have some substantial RI records regarding some of my other family roots but have found no Smallcorns.
On a positive note, I have been able to trace Samuel's shipping career and have set up a timeline. These were taken from old newspaper shipping lists. At one point, one of his ships was captured and he was sent to Halifax.
I also contacted the Portsmouth Athaneum about any possible shipping logs on file there, but they only have three from the time period and not concerning Samuel's ship. The only reference they could find was a departure clearning for a ship I already knew about.
