I ran into the same question as you. I found a relative in the 1880 census in York County, Town 9, Range 1. I stumbled upon the same relative in the 1900 Census in York County, West Blue Township.

I had found a bio on this relative (Jacob Hiner)that was published in 1899. This bio stated that he had settled in York County in 1872 and had never moved off of his original homestead.
