Foster Care in the 1880's in Douglas County

Is there anyone who can educate me on how a child would have become a foster child in the year 1880 or 1881 in Omaha, Douglas Co., Nebraska.
I would like to know if in the 1880's, were these matters mainly handled through the Church or was the County Courts involved?
I am wondering this because my Grandmotehr became a foster child in either 1880 or 1881. She was only 2 years of age. Her mother had died and her father was injured and could not take care of her. I tried to find some information throught the Rail Road but since I do not know which Rail Road my Great Grandfather worked for and I have been told there are no RR records that reach that far back, I seem to have hit a dead end.
My would like to know if there are any records in Douglas County Court that my have some additional informaiton as to who my Great Grandparents were. I knwo their names but I do not know where they came from or if they had family in the Omaha area. My thought is that there was no family since my Grandmother ended up as a foster child and was never adopted by her foster family. She remained with this family until she was grown and married my grandfather.
Any help would be appreciated.
