When was Adams County First Established?

I was wondering if someone could please tell me when the county of Adams was first established (what year).

I was trying to look up someone in the 1860 Census that was supposed to be living in Hastings, but Adams county is not shown on the census. Nebraska is listed in 1860 Census as "Nebraska Territory", so it must not have been a state yet.

Could someone tell me where would this person/family would have lived (what was the name of the area before it became Hastings)?

Any help appreciated.
