Death certificate should list place of birth and possibly parent names.A copy of his S/S application form should list place of birth and parent names including mother's maiden.
Eureka!A search of North Dakota naturalization records reveals what could be your man.You can see this information at the below noted website and then inputting "Emard" where applicable.It will also explain how to order these records (I found them extremely helpful, even going so far as to search out my unusual family name in other sources for a possible match):

Wincaslas Emard from Canada received his second papers in Grand Forks ND, Volume F22, Page 273.
Also found what could be the first set of papers in Minnesota....Wenceslas Emard, Polk County MN, Declaration of Intent years 1881-82.There is a very large Emard family living in Polk County MN on the 1880 census.Although a Wenceslas does not appear there are a couple of possibilities using age as a guide.
