Reading that it seems to me that it refers to Ole Sem, Ole's daughter Mrs N. Hasledahlen, Ole's son Kenneth (in the 1920/1930's he has a son Kenneth), and Ole's daughter in law Mrs. Arthur Sem (wife of Arthur who appears in the 1920 census).Mr Sem (Ole) is the brother-in-law of Andrew, which means either he is Anna's brother, or his wife and Anna were sisters, or he married Andrew's sister.
(Incidentally, here is N. Hasledahlen in the 1930 census, living near Ole, and I guess his wife here is Ole's daughter)
