Paulette, I don't think Richmond County has anything to do with your Samuel Sumner. Rockingham is the county seat of Richmond County which was formed in 1779 from Anson County.
Records show that a Samuel Sumner b. 1789 in Onslow County, North Carolina and died August 8, 1841 in Lawrence County, Illinois. He married Elizabeth Grimes on October 4, 1812 in Duplin County, North Carolina.
War of 1812 records shows that he enlisted and served in teh 9th Company, Duplin Regiment.
I suspect any early records for him would be found in either Onslow or Duplin Counties which are located on the South Eastern Coast of North Carolina.
His father was Francis Sumner b. 1760 in Onslow County, his grandfater was Ezekiel Sumner b. 1740 in Onslow County, and his great grandfather was Francis Sumner b. Sept. 22, 1702 in Middlesex County, Virginia and d. abt July 1756 in Onlsow County. There are some probate records for Francis b. 1702 in Onslow County. A bond was posted for his widow Sophia and eight minor children. The was at least one adult child.
