Magistrates of Police Wilmington

I'm looking for a published list of the Magistrates of Police for Wilmington, NC

Specifically I'm looking for a reference to "John London was the magistrate of police and issued a proclamation
calling the people to defend Wilmington during the War of 1812" which was noted in a book by Opal London Cox.

Her quote doesn't count for the 1812 group.
