According to the book "New Hanover County North Carolina Index to Delayed Births 1879-1928" abstracted by Delmas D. Haskett c 1992, births were not officially recorded in NC until 1915. This book lists the fathers of children but not the mothers. Two Robert Jackson's are noted but both were born in 1910.
You might try church records for a baptism or christening. Robert's not listed in the St. James Episcopal Church records. vol. 3
