Highway Patrolmen from the late 50's

I am a native North Carolinian now living in Wisconsin and
I am looking for information regarding the Superintendent of the NC Highway Patrol in the Lincoln County area for the late 50's early 60's.

I do not know if this was a local position or a state position but if you have any information or any idea how I might obtain photos or names from that era, please let me know.
