Jethro lives next to Charles R. Howell, age 30, and in that household is Julia Howell, 71, mother. Ages are age before June 1 of the year 1880.

In the 1850 census Jethro, listed as age 15, is in the household of Rintchen Howell, age 63, born in VA and Julia, age 40, born in NC. There is Lemuel, 21; Margaret, 20; Charles R., 4 months. Next to them is an Alfred Howell, 25, and a Rintchen Howell in the household with Alfred, age 18. The handwriting is quite good, and I believe the name really is Rintchen, and that is how it is indexed. If you are lucky it is a surname, although I tried the indexes of the census for 1810, 1820, 1830 in VA and didn't find it as a surname or as a given name with Howell.
