HISTORY NOTES: Seborn Emory (Seaborn) PERRY

Claim of Seborn Perry, of High Point,
Guilford County,
State of North Carolina.

2 sorrel mare mules $400.00

Remarks.--Mr. Perry is fifty-two years of age and a merchant; he
resided at High Point, Guilford County, North Carolina.

In his testimony he declares in the most emphatic manner that he
opposed secession, symphathized with the Union cause throughout the
war, and was at all times ready and willing to aid the Union cause.

It is unusual to fine a claimant so strong in his professions of
loyalty, but we are unable to reconcile his acts with his professions.

In 1862 he was drafted into the State militia and furnished a
substitute for the confederate army. This exempted him subsequently
from concscription, at least from the first conscript law.

He says, "I was employed by Major Childs at Fayetteville to get gun
stocks, and Magor Gorgas at Richmond to make guns for the use of the
confederate army;" says he did it to keep out of the army. The guns
were sold to the State authorities at Raleigh by the claimant's
parter, "who was a rank secessionist," about eight months before the
surrender. The partner got all the pay. The gun-stocks were furnished
and guns made under contracts.

Mr. Perry alleges that he did this to keep out of the army.

We do not see just how these contracts would protect the contractor
from army service. He rendered assistance and gave aid to the
rebellion.

These acts are widely at variance with his declaration, "My whole and
greatest desire from the bottom of my heart was to do all the harm and
injury I could to the rebellion."

Some thing the claimant did to aid Union men may have been prompted
by other motives than loyalty to the United States.

He was a Freemason.

We are not satisfied with the proof of loyalty, and disallow the
claim.
