James McDowell, d. 1795-1799

I was told when in New Bern that one of the main cemeteries of Craven Co. now lies beneath a County building in downtown New Bern. If this is so, does anyone know if the graves were moved and is there a listing of who might be buried there? I am looking for James McDowell, who died there in period 1795-1799. He may have been carpenter of some type as his estate sale included many carpenter tools along with a couple of books on that subject. If anyone has any info that might pertain to such, I'd be delighted to hear from them.
