Police training late 1800's Cabarrus

Hi,
Does anyone know if the Cabarrus County police dept sent their officers out of town for their training in the late 1800's? I am mystified by the disappearance of my Robert Carl Benfield on the 1900 census. His wife and several children are there, she is listed as currently married (had been for 14 years), and I have concrete evidence they were living together after this (they had three more children, and the city directories list them together later on), but she is also listed as head of household and he is nowhere to be found. Since I have a source placing him as a police officer at least as early as 1903, I wondered if maybe officers were sent to Mecklenburg or elsewhere for training--like a police academy?
