There are only two individuals who claim a Richard Napper as their father on Death Certificates from Dec 1908 through December 1953. One is a Reacie Marie Redman and the other is a Malinda Jane Caldwell. Reacie death certificate says her mother was Rena Dolby and Malinda's is listed Mary Jane Black.

Reacie was born in 1851 and Malinda in 1848. Richard and Malinda's mother were not married until 1855 in Pickaway County, Ohio.

In 1867, sixteen year old Reacie went to live in Pickaway County. Why did she go there? In 1868 she married Hanson Redman and remained the rest of her life in Pickaway County.

Richard Napper was living in Pickaway County for awhile. I know he was still there in 1863 because on June 21, 1863 he enlisted at Circleville in Pickaway County in the US Colored Troops 5th Division.

Three days earlier William Henry Napper enlisted in the same division. Both William Henry and Richard were in the same company.

William Napper disappears after the 1850 census. Richard Napper isn't found in the census until 1860 in Pickaway County.

Maybe all of this is just a coincidence, but it makes me suspicious. There is an age discrepancy between William and Richard, but there are age discrepancies in Richard own census, enlistment and death records as to his actual age.
