Mussett = Census

From a distance research on U.K. based information is limited to transcriptions onto the web. I have attempted to locate references to the MUSSETT branch headed by George James, father of Geroge Winder, John & Robert at least. All attempts to identify or follow any line of enquiry end in a negative.
I have looked at as many different was of spelling the name as I think possible in the 1851, 1871, 1881, 1891 & 1901 Census, freebmd, freecen, familyhistoryonline, genuki etc.
Was everybody required to to be recorded in all the Census?
Any suggestions why I am unable to locate these families?
Many thanks for any advice.
