The area you are referring to as West Georgia was not static either in boundaries or possessing nation during the 1760-1830 period. The Wilkinson County area was under French rule until 1763, under British rule until 1783, and under Spanish rule until 1797. It then was a territory of the US until becoming a state in 1818. Wilkinson County was formed in 1802 and originally encompassed (approximately) what is both Wilkinson and Amite Counties today. If I had to hazard a guess based on my reasearch on my family lines (no Hamiltons, sorry), I would say it is unlikely that James Hamilton was born in Wilkinson County. More likely he was born in one of the Colonies. If he or his family were loyal to Britain, it is possible that he moved to the area during the British ruling period to avoid the impending revolution. In this case, James F. would have been born there. Conversely, if he and his family supported the revolution, they may have received consideration for land grants or other assistance in relocating. This, however, would not likely have occurred until the US took control of the area in 1798. Obviously, if this were the scenario, neither James nor James F. would have been born there.
