Census beats

Does anyone know if the census beats of the 1880 census and those of the 1900 census are the same? According to the US Gen Web Census project `1900 Federal Census Team Transcription, Microfilm # T623-805, Beat 1(Part) is "All of Beat 1 North of West Point and Waverly and Prairie dirt roads."

Is the same location on the 1880 census?

Also does anyone know if detailed maps of the county exist for 1880 and 1900 and if they exist, where one can obtain these?
