Tangier in the 1920s and thirties

My great-uncle, a widower at the time, Thomas Francis Quinlan O'Brien (1867-1939), married a widow by the name of Emilienne Celine Eastell, at least I think that was her married name. Thomas was a manager for the well known hotel "Grand Hotel de France" in Tangier, Morocco for a while. At least in late 1920s to early 1930s. I am trying to track her first husband Eric? Eastell and her maiden name. She was a French woman born in Le Havre, France in about 1871. She died in London, England in 1960.
Any idea where I can search for marriage records for Morocco or maybe Gibraltar (it is close)? She would have married Thomas sometime between 1923 and 1930. I have exhausted the english records, no marriage there.
