Debbie, have you tried doing a SSDI search? Where SS card was issued may be a way to search and narrow down possibilities. If he was born in 1909, he would have been too young to register for WWI but you could possibly check WWII records.

Census or marriage records may be the next best thing but since you have checked & don't find anything that looks like a possibility there.......maybe the 1940 census which will be made available soon (only problem is indexes will probably be slow coming)

Try posting what you know in every place you think he could have lived & maybe someone will have more info.
