Marriages and death records.........

At what point did they start keeping records of marriages and deaths in Scott County. Is it possible to get marriage records for the year 1859-1860??? If so where can these be found? Also for death records...between 1860 and before 1875......are these available???
I am looking for the marriage record of Michael H. Daily (Dayly) and Mary E. unknown. On the 1860 census it states that they were married within the year.
In 1875 his mother passed away and he is not listed as a surviving child...story goes that he and his whole famly were "desperados". Does anyone have any ideas on how to go about finding out more about this?
