Pettis County Infirmary

I just found a listing on a 1920 Pettis County, Missouri census, under the heading of "Pettis County Infirmary", was this a poor house by any chance? I noticed that most of the people, not all, were listed a paupers, can someone explain this to me, please?

Thank you for anytime and trouble you may go through on my behalf.

Your friend in genealogy,

Jan Kelley
