I'm not sure this is the correct Flora, but might be.I have had a hard time finding your people on the census records That 20 year period between 1880 and 1900 is a bad time to hunt some folks down.
1880 Mo. St Clair Co., Oscela Twp, Dist 232, image 16
140/147 Sarah Emerson 37 Keeping house, OH.VA.OH.
Jeff Williamson 13 MO IRE OH
Alwilla "" 10 " " "
Flora "" 8 " " "
Sarah Emerson 9/12 Oct MO MO MO
1870 MO St.Clair Co. image 17
5/5 William Williamson 38 Sheriff St.Clair Co. Ireland
Sarah 28 Keeping house Ohio
William 16 at school Ohio
James 3 MO
Alwelle dau 2 "
It looks like William had a first wife, for the mother of William. And it appears the Sheriff must have died ??, and Sarah married an Emerson, and he too is missing. Perhaps Flora married early because of her family situation??
Hope this turns out to be your Flora. Howard Boswell
