Enlistments to Spanish-American War from MO 1900

If my grandfather was living as a laborer in someone's home in Marie's Co, MO and joined the Spanish-American War (Army) in 1900, where would the closest enlistment area be to that county. He was actually from Phelps Co and is where his parents lived at that time.

Any assistance would be greatly appreciated.
