No relation, just doing a lookup.
As I checked out earlier census (1870-1900) the one and pretty much only result that keeps coming up for Charlie is one who is son to Eli B Sisney. Now Eli shows IL birth tho, and later ends up in Blaine Co.,Oklahoma.
No matter how I search, how loose I use for search terms, I can find pretty much no other Charlie who matches your info whose surname is Sissney or similar.
What I did find on other census pertaing to your Charlie does show his mother born in Missouri. His father, however, is shown as being born in Germany or Missouri.
