Larkin Baker- Isaac P. Baker Sullivan Co, MO

Does anyone know if Larkin and Issac P. Baker are brothers. They are on the 1860 Sullivan CO, Mo census next door to each other and are both born in TN.
They were both also in Rockcastle co, Ky at the same time. The following bio for Larkin Baker list his father as Joel Baker. Isaac named a son Joel. I don't have anything more than the census-Locations and birthplace to tie them at this point. The following is a bio for Larkin Baker from the:
"History of Adair, Sullivan, Putnam and Schuyler Counties, Missouri- The Goodspeed Publishing Co, 1888,pgs 759 and 760
Larkin Baker a native of Carter Co, TN and was b. in 1820. He is the son of Joel and Elizabeth Davis Baker, also natives of TN, where they were reared and married, and when Larkin was six or seven they removed to Rock Castle Co, KY where they remained until 1853, when they wnet to Sullivan Co, MO and located near Milan, where they spent the residue of their lives. The father (Joel) died preivious to and the mother Elizabeth died during the war. Both were members of the Baptist Church. Mr. Baker served under Gen. Jackson in the War of 1812. He was a farmer and the son of Andrew Baker, who was of Dutch decent. Our Subject was reared at home, and recieved a very limited education. He was married in 1840 to Miss Eviline, daughter of Aaron and Elizabeth Price, of Pulaski CO, KY. Seven of eight children born to Mr. and Mrs. Baker are now living, viz.: Mary Ann (wife of D. B. Waggoner, of KS. Malinda (widow of William Foster of Kansas), Milton, Levi, Dulcina (wife of William Menninghall),Llewella (wife of Henry Cheyney), and Elizabeth (wife of A. Guinn of Kansas). Mrs Baker died in 1863, and in 1864 Mr. Baker married Miss Catherine, daughter of Joseph and Jane Couch. By this second wife he had nine children, fiVe of whom are living, Viz.:Eliza, Eveline, Susan, William and Alonzo. In 1853 Mr, Baker removed to Sullivan County and located in Penn Township, eight miles northeast of Milan, where he has since made his home, with the exception of the two years between 1883 abd 1885 spent in Harper CO, KS. He is now the owner of 274 acres of land, and has made farming his sole occupation, through which he has obtained all his property. He was among the early pioneers of Sullivan County and is a man of undoubted integrity. He is the father of seventeen children, twelve of whom are now living, as above mentioned. During the war he served a short time in the Missouri State Miltia under Capt. James Norton. He was once a Democrat, and cast his first presidential vote for James Polk. Since the war he has been a Republican. He and his wife are members of the Baptist Church.
