You would have to go to the particular Court House or telephone the Office of County Clerk Records in order to request a copy of an annulment for your Dora Piper.
I have been going to Mt Vernon Court House for the last 10 years and think I have seen a book of "annulments".

Why they are not on line, is possibly the time it takes to transcribe the amount of records for births, stillbirths, marriages, divorces, annulments and deaths.
There should be a paper trail of some kind for a second marriage to take place? Have you checkedd the old area newspapers for filler news of marriages/divorces and annulments in Neosho and Carthage newspapers?
