I found a Herbert born 1897 which seems to fit one of your criteria. Father and mother are not the ones you named. I am doing research on Petermans in Clinton - I found some in Buchanan county also.

Oct 1871 age 28, married 9 years, mother of 3 children, 2 of whom are still living, she is born KY, her parents are born KY 3)Herbert E. son born Jan 1897 age 3 born Missoui, 4)unnamed son born Dec 1899 age 6/12 born Missouri 5)Coleman, Ollie nephew, b. 1886 age 13 b. Missouri. My public library has a subscription to Heritage Quest, their website has many censuses which I can use free. So check with your library to see if they maybe have that. Also, the Church of Jesus Christ of Latter-day Saints has Family History Centers in almost every place they have a church, and they have subscritions to Ancestry.com which you can use free of charge to see census rolls when you visit the Family History Center. Look in the phone book or ask your Mormon neighbor.
