Civil war record

Who do you contact to see if there is a copy of someones Civil War discharge/ record on file in Carroll co?
The history of Carroll Co states my ggg-gf, Clay THOMAS was in the 4 division , company B which I take to mean he was a member of the Missouri State Guard. Thing is I can't fine him on the list. I know he got out before the end of the war as he got hurt so that could be why he is not on the list.
I would like to know more about Carroll Co and the Civil war. Can anyone point the way?
