1866 St.Paul City Directory: No Breen's listed.

1869 St. Paul City Directory: Mathias Brean,
granite contractor Custom House, res. cor Jackson & Pearl
(No first name) Brean, stone cutter, bds 95 W. Fourth St.

1871 St. Paul City Directory: Mathias Breen, Granite contractor, custom house, r. 161 St. Peter St.

1889-90 St. Paul City Directory: No James Breen listed, but several others.

These are the only listings in the city directories around the years your person was born.
I do not have the 1867 City Directory, but it does exist at the Public Library and Minnesota Historical Society. There is also an 1869-79. No 1865 or 1872 directories.
